The fight is easiest in merciless. Personally, I didn't have much problem, if at all, with any of bosses in P5/P5R, including Okumura. Granted I only beat him in Normal difficulty and I was around lvl 40-45. My only DLC persona was Izanagi Picaro at around lvl 43 I think.

The only OG boss fight that I enjoyed in Royal was Sae, simply because they changed up the roulette to include elements instead. The boss fights in Royal was made so much easier then they threw in a badly designed boss fight in Okumura where people would actually recommend setting the difficulty to Merciless for an "easier" time.
