What I've read is that when the temps are low, like the 21F shown on your dash, the DEF will start to freeze and expand setting off a sensor. Once the DEF's contracted back by turning back fully to liquid, the message goes away because the sensor is no longer tripped. Then tcm then remove the appropriate fuses. Take a drive. If no messages display then move onto the hardware aka exhaust system. If you have messages you may have to replace the hardware clear all codes then start from scratch.
