I think you need ''basic tools'', then combine it with required materials at a workbench to make various repair and smithing kits. I Just found my first basic tools after a 9 hr session, i got it from a green box stash in Cordan as a reward for a quest. If you dont have any luck you could always cheat one in in debug mode.

It's just random chance and you're having a run of bad luck. You will find basic tools eventually. Maybe you are just unlucky, I have like 3 Basic And 3 expert. But only one (one use) advanced. So far I found three locations where basic tools spawns as item (not in stash). I don't know if they only spawn at begin of the game, or also later on. I'll add screenshots as soon I fix my computer.
