The next patch we know about is 6.1 in a couple months, so it probably won't open until then. It'll be unlocked when it's not overcrowded. Probably in 6.1 or the summer. Perhaps if enough people migrate to the new servers and relieves some of the congestion it will open up on the next patch, whenever that is.
