I've had this exact same situation once in early access. At least then you could fix it by just adding dynasty rep in save game editor which they made impossible. That was half a year ago and this seems pretty rare, I don't think I've seen people post about this issue since then. If you haven't altered your save files you can report this as a bug.

You also get dynasty reputation points for completing quests, in my vanilla-settings game it is every 500points I can recruit a new villager. And the arbitrary ceiling to be able to hire villagers connected to it, makes even less sense. You get showered with points through the main quest. And if you have 200% building limit, you just hit a ceiling at some point for no reason.

They can't get past the tree but may try to go around so may need to keep moving.
