Just to give you an idea, he was added with the Shrouded Spoils update, to this day, no one has unlocked the "Legendary Hunter of The Shrouded Ghost" commendation. Best guess is that it's somewhere between a 1/5001 and 11/5001 chance, based on alliance fleet research, datamining, guess for gold competitions etc. that's each meglodon spawn, having a 1 to 11 in 5001 chance of being a shrouded ghost.
