Gear transfer is always done at the honing NPC. There is really no major difference between old system, overall. You will need to play Brel for those tokes thingies, which you then use to create Brel gear. You just get them more and faster, and instead of crafting relic brel, you can craft ancient brel, even from normal mode rewards.
