Uninstalled, reinstalled, etc.When you are on a regular WiFi connection with the VPN not enabled and turn hotspot on, your WiFi internet connection is dropped and your phone switches to cellular for internet. The WiFi is then used to allow other devices to connect to the hotspot. It sounds like the VPN connection is preventing the phone from making that switch.
I accidentally deleted the active armor app so I reinstalled it and now it won't stop giving me a notification that says "everything is okay!". I turned the relevant notification off in the settings. It is fully updated and I already forced stop and cleared cache.

It's been over 6 months and ATT still hasn't fixed my issue. I recently bought a new phone a Samsung Galaxy Z Flip 5 and active armor won't work on it either. I was told the issue was because my phone number was ported from a different carrier. I get that but my calls are getting blocked by ATT and I have no way to access the block list.
